He highlighted the increasing complexity of cyber threats, particularly from nation-states like China and Russia, and the challenges posed by emerging technologies such as AI. He pointed out the vast scale of China's cyber operations, noting that Chinese cyber hackers outnumber FBI cyber personnel by at least 50 to 1. 1.
